Phrasius was a seer of Cyprus who advised Busiris to sacrifice strangers so as to relieve a drought. His name means 'speaker', from phrazo, 'to tell', 'declare' (which word is related to English 'phrase'). This is of course a name that one would expect a great soothsayer to have.
