Themiste was the daughter of Ilus, king of Troy, and she was the
mother of Anchises by Capys. Her name has the same basis as that of Themis, and may be specifically linked to themisteuo, 'to give laws', 'give oracles', 'govern'. This is an appropriately 'commanding' name for a princess.
